The "almost there kiss" has been used in a number of movie posters and romance novels have this pose printed on the their covers for decades. And lately I have been noticing this pose in a lot of YA novels where the romance is a key aspect of the plot.
The question to ask then is why are these covers so... attractive to readers than, say, the actual kiss?
Almost there. Almost there. ALMOST there. You do not know, during the course of the story, whether they'd be together or not.
In my opinion, it is the anticipation and the excitement of the moment captured in that moment. A moment that may lead to the final act that would seal the deal and would enable the characters to live happily ever after.
